Child Online Protection – Train of Trainers (ToT)
The National Cyber Security Agency (NCSA), in collaboration with the International Telecommunication Union (ITU) and the Communication Authority of Maldives—the designated national focal point—works to strengthen Child Online Protection (COP) in the Maldives.
Collaborative Effort

As part of this effort, NCSA facilitates Train of Trainers (ToT) programs delivered by ITU COP subject matter experts. Invited participants take part in these sessions and, upon completion, become ITU-certified trainers. In October 2024, a successful batch of participants achieved ToT certification, expanding national capacity to safeguard children online.

Multi-Stakeholder Approach

Child online protection is a sensitive issue involving multiple stakeholders. NCSA contributes by leading the cybersecurity component, ensuring that certified ToTs are locally supported and connected to ITU’s international expertise.

Connecting Trainers with Needs

While NCSA Learn serves a broad audience on cyber hygiene and digital safety, the COP ToT program is focused specifically on children’s protection. To maximize impact, NCSA is developing a platform to connect certified ToTs with training requests, track the number of sessions delivered, and store results as part of national KPIs.

National Impact

Through these initiatives, the Maldives is not only strengthening its child protection efforts but also advancing its position in the ITU Global Cybersecurity Index.
