Ahmed Naufal Abdul Hadee is the first CEO of the National Cyber Security Agency (NCSA), appointed under presidential directive to lead national cybersecurity efforts. With over 15 years of IT leadership in the Maldivian public sector, he played an instrumental role in drafting the Maldives’ Cybersecurity Act, currently scheduled for the parliamentary process. For more than 12 years, he has also served as a part-time lecturer, helping address the national tech skills gap by teaching undergraduate and postgraduate courses in Advanced AI, Big Data, IT Governance, and Software Development. He is a published cybersecurity researcher focused on human factors and GRC, and a graduate of the UAE’s first Cyber Security Leadership Program.

Mohamed Riznee serves as the Director General and the highest-ranking Civil Service officer at the National Cyber Security Agency. He also holds the role of Chief Information Security Officer, overseeing the agency’s technical operations. With over 15 years of experience in public service, he has played a key role in establishing the agency from the ground up. A skilled technology professional, he also contributes to higher education as a part-time lecturer at Villa College for the University of the West of England programs.
Upon the full ratification and implementation of the Cyber Security Act, NCSA will be structured to comprehensively address national cybersecurity needs. The envisioned key components include:
NCSA Board
Provides strategic oversight and governance for the agency.
Chief Executive Officer (CEO)
Leads the agency and implements the national cybersecurity strategy.
Chief Information Security Officer (CISO)
Oversees national cybersecurity operations and risk management.
National CIRT/CERT
National Cyber Incident Response Team for incident handling and coordination. Works closely with sectoral CERTs and international partners.
National SoC (Security Operations Center)
Monitors, detects, and responds to cybersecurity threats at a national level.
Governance, Risk, and Compliance (GRC)
Develops and enforces cybersecurity policies, frameworks, and compliance.
Research & Development (R&D)
Focuses on emerging threats, new technologies, and capacity building.
